For a mana potion that restores a 9th level spell slot, it would be a level-18 item. As for the focus points, I would have to look at focus pool restoration feats, but initially I figured level-2+ mana potion would restore 1 focus point, level-14+ mana potion does 2 focus points, and the level-18 potion restores 3.
